We’ve seen these before, an on/offline application that rotates user submitted photography and artwork to your desktop. I remember an early version of this at my previous place of work, called Webshots. However it was loaded with malware and it cost me many many hours of desktop support.
Desktopia is a legitimate service that allows you to select various images based on whatever genres you would like, and display them fantastically as wallpaper on your desktop. You then also have the ability to set a particular wallpaper as your permanent display. Rating wallpaper is also built-in, so you can give credit back to the where it was due, the artist.
